Boone has been arrested for DWI six times that the Conway County Sheriff's Department is aware of. Just last week, officers picked him up for another during a parade in Plumerville, but is already out on a $3,500 dollars bond.

Jerry Hills witnessed the fatal accident in 1988, he says, ?They were in that ditch, evidently the pick up crossed the center line and hit the car.?

It all started nearly twenty-years-ago on October 15, 1988 on highway 9 at Overcup just outside Morrilton. William Boone struck a pick up truck and killed 28-year-old Janet Hill, her 7-year-old daughter Misty Louise and 10-year old niece Shannon Marie Jones. Now, Boone has six DWI?s.

Jerry Hill adds,? It was terrible, just terrible."

In 1988, Prosecutors charged Boone with three counts of manslaughter, but later reduced that to negligent homicide.

The judge sentenced him to 15-years and fined him $16,000 but Boone only served five years.

Plumerville Police Chief Bill Hartman says, ?This is a man that killed three people in a DWI and apparently from what I can see in his criminal record and history, he's still getting out and driving."

Teresa Belew of M.A.D.D. says, ?This is an individual that has never got his drivers license back and yet has continued to get five DWI arrest after killing three people."

Boone?s most recent DWI arrest happened November 10, a day after his release from a technical violators program.

?Chief Hartman has been in law enforcement since 1987 and says he has dealt with this man several times over his career. The parole board and probation office say they can't incarcerte Boone unless he commits a felony.

Chief Hartman says, "I don't know if it's going to take him running someone else over. Here's a man that I know has been charged at least six times and one of those for three deaths. Something has to be done." Belew says, ?This is someone we're not just mad at this is someone we're afraid of. this is someone that needs to be taken off the streets if he won't follow the laws of the land himself.?

Boone still owes the Conway County Circuit Court $16,000 dollars. He will be in court December 18th for his latest DWI charges.
