An Arkansas man faces charges that he allegedly tattooed two teenagers without their parents' consent.

Russell Shane Blackburn of De Queen is to appear in court April Tenth on two citations stemming from a complaint from the parents of a De Queen teenager. The citations allege that Blackburn has no tattoo license and tattooed a minor without parental consent.

Blackburn also faces citations the same day stemming from a complaint last week by the father of a 16-year-old Lockesburg girl that his daughter had received a tattoo and the tattoo artist did not have parental consent. The Lockesburg teenager told authorities that Blackburn gave her the tattoo on the inside of her left ankle.

Earlier this month, a man in Greene County was cited for operating an unlicensed tattoo parlor out of his home after two clients reported developing staph infections.

In January, an Arkansas State University student pleaded guilty to three counts related to an accusation he operated a tattoo business out of his dormitory room.
