Just after 7:00 a.m., a driver called 911 saying she saw a man run his car off the road at the intersection of Riverfront Drive and South Cedar St.
When detectives got to the scene they found the victim, 62-year-old John Baugh, with multiple gun shot wounds.
Sgt. Terry Kuykendall says, "Obviously it is not much of a crime scene, a car, so that is really about it. They [detectives] really have their work cut out for them this morning."
Police arrested 62-year-old William Phillips of North Little Rock.
