The city has $350,000 in settlement money from the train derailment that destroyed an overpass used by vehicles and pedestrians.

Mayor Danny Ruth says replacing the overpass would improve safety. But he says he can't promote using the money on the bridge because of the condition of the "dilapidated" water and sewer system.

Ruth says he expects the City Council to hold a public hearing before deciding which choice to make.
