A group of legislators is pushing for the creation of a state housing trust fund to help people obtain affordable housing, but the backers don't yet know how the program would be funded.

The bill by Sen. Joyce Elliott is to go before the Senate Insurance and Commerce Committee on Thursday. The proposal would create a trust fund to help needy Arkansans with housing costs, like rent and down payments.
But the Democrat from Little Rock says they'll need to be creative to fund the program. Under the bill, the trust fund would be separate from the state's general fund, and Elliott says they'll solicit private donations as well.
Thirty-eight states have similar programs.
